Neal M. Janey, Jr. is a partner of Janey & Dixon, P.C. He is engaged in the general practice of law. Neal has extensive experience in criminal law, labor and employment, police misconduct, and family law matters. As a general practitioner, Neal provides advice, counsel, and legal representation to private clines, organizations, and businesses. He is authorized to practice law in the Court of Appeals of Maryland, the Court of Special Appeals of Maryland, the Circuit Courts of every jurisdiction in Maryland, the District Courts of every jurisdiction in Maryland, the United States District Court for the District of Maryland, and the United States Court of Appeals for the Fourth Circuit. Before entering private practice, Neal was a prosecutor for the state of Maryland, he was an Assistant State's Attorney for Baltimore City. As a prosecutor, Neal prosecuted a variety of cases at the trial court level such as felony and misdemeanor thefts, narcotic violations, and crimes against persons such as assaults. Neal prepared cases from the rudimentary level through trial, disposition, and sentencing. He routinely interviewed witnesses and evaluated evidence for the State's case. Prior to becoming a prosecutor, Neal was a member of the Baltimore Police Department. Neal was a patrol officer in the Western District. He was responsible for enforcing numerous criminal laws ranging from traffic violations to serious crimes against persons. As a member of the Baltimore Police Department, Neal became familiar with police procedures ranging from crime scene preservation to departmental rules and regulations. Neal eventually became a police agent and detective while serving as a sworn member of the Baltimore Police Department. After graduating from law school, Neal served a dual role as Associate Legal Counsel and Police Liaison for the Baltimore Police Department. Assigned to the Office of Legal Affairs, Neal assisted Chief Legal Counsel Sean R. Malone in defending the police department against civil suits brought against it. As Associate Legal Counsel, Neal performed various legal functions. He was responsible for protecting sensitive departmental files from public disclosure, protecting the department from EEO discrimination complaints filed by departmental employees, providing legal advice to departmental commanders in their administration of the police department, and prosecuting police officers administratively for police misconduct and violations of departmental rules and regulations. Neal routinely drafted and reviewed contracts entered into by the Baltimore Police Department with other law enforcement agencies, businesses, and community groups. Of note, Neal took a fundamental role in drafting the terms and conditions the Baltimore Police Department used for the sale of its 9mm Glock handguns to police personnel and other law enforcement agencies. As Associate Legal Counsel and Police Liaison, Neal gave Fourth Amendment instruction to new recruits at the Baltimore Police academy under the direction of Deputy Legal Counsel Patricia Smith. Since entering the private practice of law, Neal has represented numerous clients in various types of litigation matters. Neal has handled numerous family law cases involving divorce, custody, visitation, and child support hearings. Neal has also represented numerous clients in criminal law matters involving traffic arrests for DWI/DUI, suspended licenses and arrests for more serious violations such as drug arrests in state and federal courts. In 2004, Neal, as well as Janey & Dixon, P.C., were associated with The Janey Law Firm - established by Neal's father Neal M. Janey, former City Solicitor of Baltimore City - in the defense of police officers of the Baltimore Police Department who were sued civilly in state and federal court. For nearly two years, Neal successfully defended Baltimore's finest in various types of litigation involving alleged police misconduct. However later, Neal would be instrumental in shifting Janey & Dixon, P.C. into a law firm dedicated to representing aggrieved citizens who have been injured in various types of personal injury matters. Neal has successfully represented numerous people in auto accidents, police misconduct cases, and other personal injury matters and he has recovered significant judgments and settlements on behalf of his clients. Neal is a member of many civic groups and organizations. He is a member of New Psalmist Baptist Church. He is a member of Phi Delta Phi International Legal Fraternity, Paca Inn Chapter and Honors Inn.
